A bashing outside Universal Nightclub has put a renewed focus on late night safety.
Two men responsible for the incident are still at large, according to Victoria Police.
The victim's now in a stable condition and due for release from hospital.
A new liquor accord is currently being worked out with recent discussions taking place between Bendigo Police, council staff and the Victorian Commission for Gambling and Liquor Regulation.
The accord is voluntary, and currently has around a quarter of Greater Bendigo's licensed venues signed on.
It includes limitations on high-alcohol shots for some venues, and aims to limit excessive drinking through the regulation of promotional material.
The new accord will be developed with the differences between late-night venues and other licensed outlets in mind.
