Police have confirmed that the suspicious device found in a car at the Redbank plaza was an explosive device "capable of causing serious injury".
An exclusion zone was marked as the bomb squad descended on the shopping centre carpark within 10 minutes of receiving the call.
According to Nine News, security footage had picked up a man and a woman sitting in the car.
The footage was monitored, and the alarm was raised with police.
A cardboard box was found on the passenger seat containing a jar of flammable liquid, a Halloween mask and other items.
The bomb has been dismantled, and the couple have been arrested and are being questioned by police.
No motive is clear at the time of writing.
It is understood that the car was purchased several days ago in a fraudulent transaction.
A police spokesperson has said that the bomb was "...a fairly large glass jar which contained a substance".
"I would suggest you would not want to be in close proximity to it," the spokesperson said.
According to police, the device was "more advanced" than a Molotov cocktail, but further details are yet to be released.
