Toowoomba Regional Council (TRC) has agreed to seek state government approval for changes to planning regulations that will result in more appealing duplex designs and limit their number in streets across the region.

Council’s August Ordinary Meeting held on Tuesday approved a Planning and Development Committee recommendation to prepare a Temporary Local Planning Instrument (TLPI) that would introduce new temporary requirements aimed at improving duplex design while Council goes through the process of introducing them into the planning scheme.

TRC Strategic Planning and Economic Development portfolio leader Cr Anne Glasheen said Council was committed to achieving a better design standard for duplex developments.

Cr Glasheen said Council was acting on feedback relating to dual occupancy that was submitted during the Medium Density Housing review, especially around design standards.

“Once approved by the state government, Council will have a range of requirements that developers and designers must address before developments can proceed,” Cr Glasheen said.

“The TLPI would make dual occupancy possible in any residential area with only building approval, as long as it is well designed.”

Cr Glasheen said it was hoped the new standards would be in force in a matter of months.

“Council is working at the same time to include these provisions in the Planning Scheme. There will be a chance for public feedback on proposed changes before the Planning Scheme amendment is finalised next year,” Cr Glasheen said.

“These new provisions will deliver pleasant, safe and attractive residential areas, while offering a choice of housing options.

“Council wants to ensure the character, scale and density of dual occupancy developments ties in with the surrounding neighbourhood.

“Well considered designs can respect residents’ privacy and blend with the existing streetscape while also addressing aspects such as fencing, car parking and pedestrian access, landscaping, building layout and design, stormwater discharge and the protection of street trees.”
