A woman has died - almost a month after being involved in a serious crash at Balmattum.

The 46-year-old was one of four passengers in a Mitsubishi Magna that smashed into a tree off the Hume Freeway on October 8 after failing to navigate a rest stop exit lane.

She was one of two women flown to a Melbourne hospital following the collision, police are still seeking witness accounts to the crash.

Campaspe Highway Patrol officers are hoping the public can help identify the owner of a purple Holden Commodore seen reaching speeds of up to 210 kilometres per hour through Kyabram.

The hooning occurred at around half past three on Saturday afternoon on McEwan Road.

The distinct car brandished the false registration plates 1GV7NQ at the time.

A Southern Basin Water summit - scheduled for Friday in Tatura has been postponed by the Federal Government.

VicRoads is improving guardrails along Whittlesea-Yea Road - between Kinglake West and Yea from today.

3.7 kilometres of rub rail will be added to existing guardrails - as an added safety mechanism for motorcyclists.

The works will start at Whittlesea today - and make their way North East over coming week -  to be completed by Mid December.
