A massive announcement from Premier Daniel Andrews this morning.
He's unveiled plans for a multi-billion dollar underground rail loop all the way from Cheltenham to Werribee.
Speaking to the Hot Breakfast first, the Premier said it was "critically important", and will create about 20,000 jobs.
"I won't finish this project, it will take a long time," he said. "But if I get re-elected, I'll be the one that starts it."
He confirmed Spring Street hasn't secured federal funding.
The section from Cheltenham to Melbourne Airport will cost between $30-$50 billion.
Construction on the first part of the project will take a decade, beginning in 2022.
