Fairfax has obtained footage of policemen dancing and hugging women at a swingers party hours before a couple was shot.
The CCTV shows the male officers enjoying the attention of four women at the Saints and Sinners Ball on July 8.
The video shows a woman twerking against a policeman, while another embraces a female patron. Both are armed and in uniform.
During the footage, the men appear to enjoy the attention and don’t rebuff their advances.
The footge was taken at 1.15am – an hour and a half before police received a triple zero call about an armed man at the function.
Mr Ewins and his partner Zita Sukys, 37, subsequently shot by heavily armed CIRT officers, who entered the club at 3.53am.
The club manager told the publication police were common at these events.
"Until last month, there's never been a problem. They'd drop by for a 'perv' and there's a couple who sometimes get very hands on," Mr Buck said.
"They take community engagement to a new level," he said
It’s expected the video will cause further embarrassment for the Victorian police.
