Cop killer Craig Minogue "will die in jail" Victorian Premier Daniel Andrews has vowed, as his government works to create new laws to keep the Russell Street bomber behind bars.

On Wednesday, the High Court concluded laws created in 2016 designed to keep police killers in jail did not apply to Minogue because the "offence committed was indiscriminate and no particular person or class of persons was targeted".

"The solicitor-general made arguments in the High Court and made, I think, the pretty logical point that if you plant a bomb out the front of D24, out the front of police headquarters, that's not some random act; that is a targeted act, an evil and targeted act. Sadly the High Court took a different view," Mr Andrews told reporters on Thursday.

"We will correct that though and deal with the matter.

"Craig Minogue will die in jail and that's exactly what should happen."

Attorney-General Martin Pakula said the government would have a bill ready when parliament resumes in four weeks and he did not think there was a risk of Minogue getting parole in the meantime.

"We need to get proper advice from the solicitor-general and others and make sure we get the legislation right," he told reporters.
