Mid North Coast MP Melinda Pavey has become New South Wales' Minister for Roads, as Premier Gladys Berejiklian unveiled her new-look cabinet following a reshuffle.

Ms Pavey also picked up the Maritime and Freight portfolio, and replaced Duncan Gay in the roads post. Mr Gay is now reportedly considering his retirement from politics.

"It is an honour to be joining the NSW Liberals-Nationals Cabinet team as Minister for Roads, Maritime and Freight," Ms Pavey wrote on social media following the announcement.

"I look forward to ensuring Oxley continues to receive its fair share in new and improved local roads and freight networks."

Port Macquarie MP Leslie Williams has left cabinet following the reshuffle, losing the Aboriginal Affairs and Early Childhood Education portfolios to the youngest member of NSW Parliament, Sarah Mitchell.

Meanwhile, former Correctional Services minister David Elliot will become the state's first Counter-Terrorism Minister, while two of the Premier's strongest supporters, Don Harwin and Matt Kean, have been rewarded with the Energy and Resources and Innovation portfolios respectively.
