The boyfriend of a young Victorian woman killed in a jet ski accident while holidaying in Thailand, is expected to be charged with reckless driving causing death.

Thai media are reporting that police are set to launch an investigation into the death of 20-year-old Emily Jayne Collie, who died off the coast of Phuket on Sunday.

Collie collided with partner Tommy Keating's craft, he claims he was blinded by the sun's reflection on the water and it was impossible to see her.

"The bigger issue is clear, is about the cause of the accident," a legal source in Phuket told AAP.

Collie's family arrived in Phuket overnight to retrieve their daughter's body.

Keating posted an emotional tribute to his partner on social media, saying "I wish i could just bring you back into my arms.."
