A man who masturbated on children's clothes hanging on a neighbour's washing line has been cleared to work with children.
According to News Corp, the 20-year-old, who is studying to be an occupational therapist, is understood to have told a psychologist that "he just wanted to feel the rush of doing something not right".
He has been granted granted a Working with Children Check clearance, with the NSW Civil and Administrative Tribunal citing the fact that he didn't target the children's clothing and could understand the gravity of his actions.
