Police have allegedly foiled a New Year's Eve terror attack planned for Melbourne. 

Victoria Police, the Australian Federal Police and the Australian Security Intelligence Organisation (ASIO), which form the Joint Counter Terrorism Team, raided two homes in Werribee and Meadow Heights and a commercial property in Footscray just before 3pm on Monday. 

A 20-year-old Werribee man was arrested during the operation, accused of plotting the terrorist act alone.

He is currently being interviewed in relation to the offences of Acts in Preparation to Commit a Terrorist Attack and Collecting Documents to Facilitate a Terrorist Act, contrary to the Commonwealth Criminal Code Act.

Police do not expect to make any further arrests and say there is no ongoing risk to the community.
