The gunman that killed at least 26 people in Texas has been identified as a young man in his 20s.

The shooting took place at the First Baptist Church in Sutherland Springs, Texas and there are 20 people who have also been wounded.

It is understood that 23 people died inside the church, two died outside the church and another died in hospital.

The names of the victims have not be released, but ages span from five to 72 years old.

More details have emerged of the attack, with Texas Regional Director DPS Freeman Martin addressing the media.

"At approximately 11.20am this morning, a suspect was seen at a Balaro gas station in Sutherland Springs, Texas," he said.

"He was dressed in all black.

"The suspect crossed the street to the church.

"He exited his vehicle and began firing at the church.

"The suspect then moved to the right side of the church and continued to fire.

"That suspect entered the church and continued to fire. As he exited the church, a local resident grabbed his rifle and engaged that suspect. 

"The suspect dropped his rifle ... and fled from the church.

"Our local citizen pursued the suspect at that time.

"A short time later, as law enforcement responded, that suspect, right at the Wilson Waterloo County line, he ran off the roadway and crashed out. He was found deceased in his vehicle. 

"At this time, we don't know whether that was a self-inflicted gunshot wound or if he was shot by our local resident, who engaged him in gunfire.

"The suspect has not been completely identified. We believe he is a young, white male - maybe in his early 20s.

"He was dressed in all black, tactical-type gear and was wearing a ballistic vest.

"The delay in getting him identified is there were multiple weapons in the vehicle and the vehicle is being processed."
