Gunmen have stormed the popular Resorts World Manila in the Philippines with reports dozens of tourists are injured.

The accommodation precinct is home to the country's largest casino resort and it situated opposite Manila International Airport.

The attack started at midnight local time, witnesses also reported hearing explosions as injured people starting jumping from balconies to escape.

Resorts World Manila took to Twitter to confirm they are in lockdown, while the local fire department said a fire was burning on the second floor of one building.

Philippines police told Reuters, gunmen with assault rifles entered the gaming area of the resort and started firing but "were not aiming at people", and set fire to tables.

Islamic State quickly took responsibility for the attack, but Philippines police chief Ronald dela Rosa, said there was "no indication the incident was related to terrorism" and it may have been a robbery.

"We cannot say this is an act of terror.. he did not hurt anyone," he said. "If you are a terrorist you will sow terror."

The Department of Foreign Affairs and Trade have given us this statement:
