St Kilda legend Leigh Montagna says that the proposed rule changes limiting the amount of time runners can spend on the ground will be an advantage to already strong teams.

The AFL Competition Committee has recommended that runners only be allowed to enter the ground after goals, while water carriers would only be allowed on when players are taking shots on goal.

Speaking on the Rush Hour today, Joey said that inexperienced teams will suffer from not having coaches be able to get their messages out as often.
