Daily Telegraph reporter Paul Crawley threw up a radical idea to fix the dismal crowds in Sydney by proposing a conference-style system in the NRL.
Spilt into two conferences of nine - a Sydney league and an out-of-town league - with new Queensland and Perth teams coming into the competition to make the numbers.
