It was the talking point of the halftime break, with a dodgy decision once again clouding the merit of the concussion system in the NRL.

Anthony Milford was down and got a penalty for a high shot, but was able to take the kick for goal before being taken off for the compulsory HIA concussion test. 

"It's the biggest issue in the game right now," Triple M's Paul Gallen said.

"Had there been an independent doctor there, he may have been called off originally instead of having the chance to take the kick first.

"Concussion is such a big issue not only in our game but in world sport."

It remains to be seen whether the Broncos will face any consequences for the handling of the concussion, with the NRL previously fining the Knights, Titans and Dragons for failing to act appropriately in regards to the concussion rules.

It was reported by Rikki-Lee Arnold of the Courier Mail that Milford was assessed by a trainer, and was then allowed to take the kick while the doctor reviewed further footage.
