The AFL is reportedly urging the state government for funding, with plans to complete a $300 million upgrade of Etihad Stadium.

The plans presented would include a hotel overlooking Victoria Harbour and a huge events centre built into the stadium, according to a News Corp report.

A proposal regarding the massive development was presented to club chiefs two weeks ago.

Plans also include open-air bars, restaurants, a giant rock climbing wall, grassed parkland and a running track.

AFL chief Gillon McLachlan said in March last year government funding is critical for the future of Etihad Stadium.

"Funding becomes critical. Our industry and our clubs in Melbourne have paid for Etihad in the last 15 or 16 years, and they have done the heavy lifting there and we want to make sure that we are not going back into debt again," he said.

"So there is a discussion about funding and the government is hopefully involved in that. We feel these are community investments and (the AFL) tip $3 billion into the economy."
