Agree or Disagree? Should Pedestrians be Fined for Looking at their Phones?

The Pedestrian Council of Australia want to see pedestrians who don't pay attention while crossing the road, be hit with a $200 fine.

They say pedestrians are putting their lives at risk by staring at their mobile phones while they cross in traffic.
