Triple M's Paul Kent & Gorden Tallis have debated over NRL clubs "exploiting" concussion rules.

Speaking on the Sunday Sin Bin, the concussion discussion was off the back of Friday night's game between the Storm and Roosters and the Melbourne side's controversial use of the HIA rule.
