Victorian Premier Daniel Andrews revealed new freedoms on Thursday, with the state now hours away from hitting the 70% target of those who have received their first jab.

From Friday, the 5km limit will be increased to 10km, with further changes to social interaction and exercise as part of the "modest but significant" easing.

The time permitted to exercise will be increased from two hours per day to four hours.

Outdoor social interaction will become the sixth reason to leave home. Leisure areas such as skateparks, basketball courts will re-open from midnight Friday. PT sessions with two clients has also been given the green light.

Group picnics will return, with five fully vaccinated adults able to meet from two households (including dependents) - with Andrews stating the police will not enforce vaccine questioning at parklands.

"We are asking people to gather in groups of no more than five from two households.. there's a degree of good faith in this".

The 9pm curfew remains, Andrews stated the importance of restricting movement at night time.

"I have no advice to remove the curfew. The curfew works. It means less people are out visiting others."

The Premier stated an announcement of further changes will happen on Sunday, explaining the Chief Health Officer is currently devising a roadmap.

From 11:59pm Friday night, changes to regional Victoria's settings will come into play - excluding Ballarat which recently entered lockdown.

Gyms, pools, spas and saunas will reopen. Tour buses will operate with up to 10 people.

There is also hope for regional residents to assemble for the AFL Grand Final in small groups at beer gardens, all to be revealed in Sunday's roadmap announcement.
