Premier Dan Andrews has announced 10,000 spectators will be allowed into Flemington for the Melbourne Cup this year.

The same number will also be allowed for Oaks Day and Stakes day if the state reaches the 80 per cent vaccination target. 

This will be a trial for reopening Victoria, with the Sidney Myer Music Bowl allowing concerts as well.

Premier Dan Andrews said this is the start for changes over coming months. 

"We’re going to normalise this virus, we are going to move through this difficult gateway, we’re going to open up and we’re going to be back doing what we do best. Us as a state and economy and community being open and us having done everything we can to fight this virus, having stuck together, having looked out for each other, having got vaccinated, is the most important part," he said.

Victoria recorded 1,890 new local Covid cases today, showing the number is still high after yesterday's 1,956 record.

There were 74,105 tests results received and 5 people have died.
